(3) minutes per person and may pertain to matters both on and off the P25 Radio System Joint Operating Board agenda. However, action may not be taken on any matter raised during this public comment period until the matter is specifically listed on an agenda as an action item. Comments are to be made to the P25 Radio System Joint Operating Board as a whole.
- BOARD BYLAWS [Non-action Item] – A discussion to identify and propose bylaws for the Governance Board meetings. Discussion items include: defining required Board leadership positions, NSRS Member provisioning of legal support for GB meetings, establishing the periodicity of the GB meeting, identification of GB meeting public posting locations.
- ELECTION OF COMMITTEE OFFICER [For Possible Action] – Discussion and possible action to elect a Board Chair.
- P25 NSRS POLICY AND PROCEDURE DOCUMENTATION [For Possible Action] – A presentation, discussion, and possible action to present the draft set of policy and procedure documents that govern the administration of the NSRS system, identify the roles and responsibilities for NSRS stakeholders, and define standard processes for administrative actions in support of the partnership; the possible action would be to approve the draft document set as in effect. - NSRS / UTAH COMMUNICATION AUTHORITY INTER-RF SUBSYSTEM INTERFACE [Action Item] – A presentation and discussion a proposed Inter-RF Subsystem Interface (ISSI) between the NSRS and the Utah Communication Authority (UCA). The UCA is the agency that operates and administers the state-wide public safety Land Mobile Radio for the state of Utah. Discussion will include the proposed ISSI as a technical solution that will enable select NSRS and UCA users to access each other’s radio system for interoperable communications in support of mutual aid in public safety response. Additional discussion will be use cases for NSRS users and associated costs for the Members. The action item is to approve or disapprove the proposed technical implementation of the ISSI to support NSRS/UCA interoperability. Adrian Armold, NSRS System Administrator
- WCRCS ASH FIELD SITE [Non-action Item] – An informational discussion on the status of the Region 2 WCRCS site – Ash Fields. Discussion will include WCRCS site-funding priorities, the current Ash Field site cost update, and discussion of the status of the draft Addendum to the Washoe County P25 Radio System Interlocal Agreement of June 2020, which could include discussion of the draft Addendum’s terms. How to Get Copies of the Agenda and Supporting Materials. Copies of this agenda and the supporting materials for the items on the agenda provided to the NSRS Governance Board are available to members of the public by contacting the NSRS System Administrator Adrian Armold, aarmold@dot.nv.gov, (1301 Old Hot Springs Road, Carson City, NV 89706); and are also posted on the web at: https://www.dot.nv.gov/doing-business/public-involvement-information.
Possible Changes to the Agenda and Timing. The NSRS Governance Board may consider items on the agenda out of order, may combine two or more agenda items for consideration, may remove an item from the agenda, or may delay discussion of an item on the agenda at any time. Items scheduled to be heard at a specific time will be heard no earlier than the stated time but may be heard later.
Public Comment. Public comments are welcomed during the Public Comment periods at the beginning and end of the meeting for all matters, whether listed on the agenda or not. Additionally, public comment specific to the action item being considered will be heard during individual action items on the agenda. Public comments are limited to three (3) minutes per person per comment period. Persons may not allocate unused time to other speakers. Please note that USB drives or any other digital media will not be accepted from members of the public due to the risk of introducing viruses or malicious code, which could potentially compromise the County’s systems.
Members of the public may submit public comment by either attending the meeting in person, attending the meeting via teleconference, or attending by telephone. Additionally, persons are invited to submit public comments in writing by emailing Adrian Armold at aarmold@dot,nv,gov. The System Administrator will make reasonable efforts to send all email comments received by 4:00 p.m. on 15 August, 2024, to the Committee members prior to the meeting.
Forum Restrictions and Orderly Conduct of Business. The NSRS Governance Board conducts the business of the State of Nevada and of Washoe County and its citizens during its meetings. The presiding officer may order the removal of any person whose statement or other conduct disrupts the orderly, efficient, or safe conduct of the meeting. Warnings against disruptive comments or behavior may or may not be given prior to removal. Examples of disruptive conduct include, without limitation, yelling, stamping of feet, whistles, applause, heckling, name calling, use of profanity, threatening use of physical force, or any other acts intended to impede the meeting or infringe on the rights of the NSRS Governance Board, staff, or meeting participants. The viewpoint of a speaker will
not be restricted, but reasonable restrictions may be imposed upon the time, place, and manner of speech. Irrelevant and unduly repetitious statements and personal attacks which antagonize or incite others are examples of speech that may be reasonably limited.
Responses to Public Comments. The NSRS Governance Board can deliberate or take action only if a matter has been listed on an agenda properly posted prior to the meeting. The Open Meeting Law does not expressly prohibit responses to public comments by the NSRS Governance Board. However, responses from NSRS Governance Board members to unlisted public comment topics could become deliberation on a matter without notice to the public. To avoid this situation and to ensure the public has notice of all matters the NSRS Governance Board will consider, NSRS Governance Board members may choose not to respond to public comments, except to correct factual inaccuracies, ask for the NSRS System Administrator to provide information, or to ask that a matter be listed on a future NSRS Governance Board meeting agenda.
