In-person and Virtual Public Information Meeting for State Route 361 Realignment Project
Virtual: November 18 through December 22, 2024

PURPOSE OF THE MEETING: The Nevada Department of Transportation (NDOT), with lead federal agency Federal Highway Administration (FHWA), and in cooperation with the Bureau of Land Management (BLM) and the United States (U.S.) Navy, invites you to participate in a public information meeting to learn about plans to realign State Route (SR) 361 between Middlegate and Gabbs in north-central Nevada. This public meeting will take place online and in-person. In compliance with the National Environmental Policy Act of 1969 (NEPA), NDOT is preparing a study to evaluate and document the proposed project’s potential impacts. Decisions made as part of this NEPA study will lead to final design and ultimately construction. This public meeting will inform the traveling public, stakeholders, and residents about the project purpose and need, project goals, alternatives development process.
PURPOSE OF THE PROJECT: In response to the US Department of the Navy's Fallon Range Training Complex Modernization expansion, SR 361 needs to be relocated to east of the newly expanded training range. NDOT, in cooperation with its federal partners, will be responsible for the realignment of the SR 361 roadway.
PUBLIC MEETING INFORMATION: The public meeting will be available 24-hours-a-day via the internet at www.dot.nv.gov/SR361 from November 18, through December 22, 2024.
IN-PERSON EVENT: The in-person event will be held December 3, 2024 at Gabbs School Gymnasium, 511 E Avenue in Gabbs. from 4:30 p.m. to 7:30 p.m. with a formal presentation at 6:00 p.m.
LIVESTREAM INFORMATION: The formal project presentation will be livestreamed December 3, 2024, at 6:00 p.m. via the NDOT Facebook page (@NevadaDOT). Livestream participants will be given the opportunity to provide comments and ask questions via Facebook.

Possible Changes to the Agenda and Timing. Items scheduled to be heard at a specific time will be heard no earlier than the stated time but may be heard later.
Public Comment. Public comments are welcomed during the Public Comment periods at the beginning and end of the meeting for all matters, whether listed on the agenda or not. Forum Restrictions and Orderly Conduct of Business. The NSRS Governance Board conducts the business of the State of Nevada and of Washoe County and its citizens during its meetings. The presiding officer may order the removal of any person whose statement or other conduct disrupts the orderly, efficient, or safe conduct of the meeting. Warnings against disruptive comments or behavior may or may not be given prior to removal. Examples of disruptive conduct include, without limitation, yelling, stamping of feet, whistles, applause, heckling, name calling, use of profanity, threatening use of physical force, or any other acts intended to impede the meeting or infringe on the rights of the NSRS Governance Board, staff, or meeting participants. The viewpoint of a speaker will not be restricted, but reasonable restrictions may be imposed upon the time, place, and manner of speech. Irrelevant and unduly repetitious statements and personal attacks which antagonize or incite others are examples of speech that may be reasonably limited.
Responses to Public Comments. The NSRS Governance Board can deliberate or take action only if a matter has been listed on an agenda properly posted prior to the meeting. The Open Meeting Law does not expressly prohibit responses to public comments by the NSRS Governance Board. However, responses from NSRS Governance Board members to unlisted public comment topics could become deliberation on a matter without notice to the public. To avoid this situation and to ensure the public has notice of all matters the NSRS Governance Board will consider, NSRS Governance Board members may choose not to respond to public comments, except to correct factual inaccuracies, ask for the NSRS System Administrator to provide information, or to ask that a matter be listed on a future NSRS Governance Board meeting agenda.

Notice of hearing to consider changes to existing regulations and potential removal of existing regulations

Pursuant to Governor Lombardo’s Executive Order No. 2023-003, the Nevada Department of Transportation (“NDOT or Department”) is proposing to remove an existing regulation from the Nevada Administrative Code, Chapter 408.
A public hearing will be held during the regularly scheduled meeting of the Nevada Transportation Board on Monday, September 9, 2024 at 9:30 a.m. The public may attend at:

The purpose of this hearing is to solicit comments from interested persons regarding the removal of Department regulations and specifically removal of the following regulation, NAC 408.796(2).
NAC 408.796 Period of acceptance; ranking; fee authorized in certain circumstances. (NRS 408.215, 408.557, 410.400)
1. If the Department desires to place business signs on a new panel, the Department or its contractor will do the following:
(a) Accept applications for a period of 30 days after the date specified by the Department or contractor.
(b) If the number of applications received within the 30-day period exceeds the maximum number of available spaces for business signs on any single panel, base the order of ranking on the proximity of each qualified business to the interchange, giving preference to the qualified business located closest to the terminus of the off ramp.

Every transportation decision affects somebody. Residents, visitors and businesses all rely on the transportation system for work and pleasure. In addition to their reliance on the system to meet transportation needs, all of these users have a stake in the transportation decision process.
