What is the Environmental Division?

The Nevada Department of Transportation's Environmental Division comprises its Environmental Services Program and its Stormwater Program.

Environmental Services Program

The Environmental Services Program consists of a diverse group of environmental specialists and scientists who research, analyze, and monitor the effects NDOT’s transportation projects have on the environment and Nevada’s flora and fauna.

The team includes geological specialists, biologists, archaeologists, environmental managers, engineers, social analysts, and National Environmental Policy Act (NEPA) and National Historic Preservation Act (NHPA) experts.

The Environmental Services Program consists of:

  • An Environmental Engineering section, which comprises air quality, traffic and construction noise analysis, hazardous materials, and naturally occurring asbestos/erionite.
  • Cultural Resources section, which includes archaeology, historic architecture, and Native American consultation.

Stormwater Program

The Stormwater Program is a major programmatic element within the Environmental Division. In addition, several implementing components of the Stormwater Program are integrated in multiple divisions within NDOT. Together, the program helps the department comply with the National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) Permit issued to NDOT. This permit authorizes stormwater (and specific non-stormwater) discharges into “Waters of the United States” (WOUS) from the MS4.

The program is responsible for the development and implementation of the Stormwater Management Program Plan (SWMP) to mitigate potential stormwater pollutants to the maximum extent practicable (MEP) from its facilities and operations statewide into WOUS via the MS4 Permit. It also evaluates, procures, and ensures compliance with all relevant water quality permitting needs for NDOT operations. The Stormwater Program consists of:

  • Program Development, which focuses on evaluation of the SWMP for improvements to meet the requirements of the NPDES and the NDOT MS4 addressing water quality regulations associated with stormwater.
  • Stormwater Compliance Program, which assists NDOT and its stakeholders with achieving and maintaining compliance with the MS4 Permit issued to NDOT. These efforts include providing oversight and guidance for MS4 compliance as it relates to day-to-day operations.
  • Training, Education, and Outreach, which involves training NDOT staff and contractors, as well as educating the public and stakeholders through various outreach opportunities (e.g., events and social media).

All these efforts help further NDOT's environmental stewardship.
