Many considerations go into developing transportation solutions. Project concepts may range from small spot improvements, like replacing traffic signs, to reconstructing freeways and building new roads.  NDOT is developing a comprehensive approach to advance needs into concepts and, then ultimately into projects. This effort will incorporate some pre-screening measures to ensure that concepts are developed into projects that align with NDOT’s goals and NDOT’s funding forecast that allows the optimal funding to be allocated at the appropriate time for  implementation or construction.  

 Freeway ramp in Las VegasA “mid-range concept list” is under development to integrate current NDOT division plans, planning study recommendations, and other need concepts into a single robust list that NDOT can use to advance project concepts into mature transportation projects. Project development activities to occur during this phase may include preliminary engineering, environmental analysis, right-of-way acquisition, and design. This concept list will also include planned projects within urban MPO Regional Transportation Plans (RTPs) that are outside the immediate four-year funding window.

This process helps balance the need to advance various project development phases, which can span multiple years depending on the complexity and scale of the project.  Part of the importance of the One Nevada process is to identify projects over a longer time horizon.  This will enable NDOT to map out a funding plan over a 5+ year horizon and better define long range fiscal needs.
