Due to limited financial resources, NDOT must prioritize projects across the state. Proposed projects are evaluated and ranked based on their ability to meet (1) One Nevada goals and (2) on their cost effectiveness.
Program Prioritization
Funding for projects over the next four years is defined in the State Transportation Improvement Program (STIP) and Annual Work Program. The STIP includes all state, regional, and local transportation projects that are using federal highway and/or federal transit funding or that are regionally significant. The Annual Work Program lists transportation projects that are 100% state funded that NDOT intends to work on during the current fiscal year, including betterment and rehabilitation projects scheduled for completion by state forces and district contracts.
The STIP is adopted on a bi-annual basis. To prioritize projects in a fair and transparent manner, NDOT has developed an evaluation process that assesses projects against criteria that directly tie to the six One Nevada goal areas. This process also balances the need to fund various project development phases, which can span multiple years depending on the complexity and scale of the project.
Harmonization
Harmonization refers to the process of balancing the overall transportation program to optimize available funding, understand project readiness, and target fair geographic distribution. After each project is ranked during prioritization, the prioritized list of projects is harmonized into the STIP and AWP with a focus on the program as a whole, rather than individual projects. This process allows NDOT to be agile to react to changes in funding or performance targets and make informed decisions on their current and future program.
