The Transportation Alternatives Program (TAP) 2023
**The 2023 TAP Call for Projects: Application submissions are now closed.
The Transportation Alternatives or TA Set-Aside Program (TAP) provides federal funds for a variety of smaller-scale, non-traditional, community-based transportation projects that improve safety, expand travel choices, and enhance the transportation experience. These projects are intended to integrate modes of travel and improve the cultural, historic, and environmental aspects of our transportation infrastructure.
TAP funds are made available to the State through the Federal Highway Administration (FHWA) and are administered by the Nevada Department of Transportation (NDOT). This program provides up to 95 percent of project-related costs, with the remaining 5 percent provided by project sponsors as a local match.

TAP projects are selected via a competitive scoring process based on criteria described in the TAP Guidance and Scoring Criteria document provided below.

Transportation Alternatives Program (TAP) Eligible Project Types
Eligible Project Types:
Eligible project types may include the following, at any stage of project development, including planning, design, and construction:
- Bicycle, pedestrian, and nonmotorized transportation facilities
- Traffic calming, lighting, and safety-related infrastructure
- Projects to achieve ADA compliance
- Turnouts, overlooks, and viewing areas
- Historic preservation related to historic transportation facilities
- Recreational trails
- Safe Routes to School (SRTS), including infrastructure, non-infrastructure, and coordinator positions
- Vulnerable road user safety assessments
- Vegetation management
- Environmental mitigation related to storm water, water pollution prevention, wildlife crossings, and habitat connectivity
- Rails to trails
- Community improvement activities
- Micro-mobility projects, including bike and scooter share
- Removal of outdoor advertising

Eligible Applicants:
Eligible applicants include the following types of entities:
- Local governments
- Regional transportation authorities
- Transit agencies
- Natural resource or public land agencies
- School districts/schools
- Tribal governments
- MPOs
- Nonprofit organizations
- Other local or regional governmental entities with responsibility for oversight of transportation or recreational trails
- States, at the request of an eligible entity
Scoring Criteria:
TAP projects are selected via a competitive scoring process based on the criteria described below. More detailed information about the scoring process is included in the Application Guidance document.

Information for Highly Ranked Applicants
Applicants selected for funding will be responsible for reviewing the Application Guidance Document, contacting NDOT about next steps, and initiating the agreement process. If a project is located in an MPO planning area, it will be amended into the Transportation Improvement Program for that MPO and subsequently amended into the State Transportation Improvement Program (STIP). For projects in rural areas, NDOT will amend the project into the STIP.
