LRSP help to prioritize safety issues using a data driven approach and identify key strategies that address the issues to reduce fatalities and serious injuries.
The process used to develop a LRSP is tailored to issues relevant to each County/City/Tribe. The process results in a prioritized list of issues, risks, actions, and improvements that can be used to reduce fatalities and serious injuries on the local road network. The LRSP involves the 6 E’s of Safety Transportation:
- Equity
- Engineering
- Education
- Enforcement
- Emergency Medical Services
- Everyone
LRSPs are one of FHWA’s Proven Safety Countermeasures and has been followed by many counties across the United States.
The LRSP development process includes the following steps:
- Establish Leadership
- Analyze Safety Data
- Determine Emphasis Areas
- Identify Strategies
- Prioritize and Incorporate Strategies
- Evaluate and Update
The majority of crashes don’t happen on the state-run network, they are occurring on the local roadways. This funding opportunity provides a framework for identifying, analyzing, and prioritizing roadway improvements on local roads. Additionally, they connect local governments with traffic safety partners from enforcement to engineering and emergency medical services to education. It is a holistic approach to traffic safety improvements on local roads.
The FHWA has developed a Road Map that also helps communities to develop a LRSP
A LRSP is funded 100% by NDOT through a federal-money partnership, which is funded by the Highway Safety Improvement Program (HSIP). This is a partnership with NDOT, not a grant program. This LRSP program will be available for four (4) years, with the possibility to be continued based on funding and interest in the program.
The funding for the LRSP will be contingent on plans that involve the 6 E’s of Safety Engineering and should have countermeasures that support the 6 E’s. Please reference the links above if you have questions regarding these. The finished plan will allow local agencies to apply for the HSIP funds and other funds available due to the Bipartisan Infrastructure Law (BIL), which can be viewed at here.
The LRSP program through Traffic Safety Engineering will operate on a first-come, first-served basis until all funds have been exhausted.
