Background

A Safety Management Plan (SMP) is a transportation analysis effort that focuses on traffic safety for all road users. An SMP incorporates corridor studies, access management, crash analysis, capacity analysis, roadway engineering, and applications of the Highway Safety Manual methods to develop recommendations to reduce roadway crashes. The SMP is a proactive tool used to achieve the goals of Nevada’s Strategic Highway Safety Plan and Zero Fatalities https://zerofatalitiesnv.com/ on Nevada's roads.

The SMP process typically takes about 18 months to complete as shown in the timeline below.

SMPs first begin with a review of existing conditions which include a road safety audit (RSA) where the Technical Advisory Committee (TAC) for the project walk and drive the corridor documenting both positive and negative observations from their time in the field. Findings from the review of historical traffic and crash data, and the RSA are then used to develop alternatives for the corridor. Public outreach, a key component of the study, is then conducted to hear from those who travel the corridor. Corridor Crash History

A total of 1,014 crashes occurred along Flamingo Road (SR 592) between Paradise Road and Pecos Road from 2016 to 2020. Of the total crashes, there were 19 fatal crashes and 20 serious injury crashes, many of which occurred at night (dark conditions). The corridor experienced a high number of pedestrian (74), bicycle (22), and motorcycle (26) crashes. Of the 19 fatal crashes that occurred between 2016 and 2020, 12 involved pedestrians and two involved bicyclists.

Proposed Alternatives

Proposed corridor improvements include center running transit, raised bike lanes (bike lanes at the same elevation as sidewalk, separated from vehicle traffic by curb and gutter), widened sidewalks, pedestrian crossings with flashers, and traffic calming measures.
