The Product Evaluation Program serves as a clearinghouse for the evaluation and approval of products for use on the Nevada Department of Transportation’s (NDOT) construction and maintenance projects. The program is covered in depth in Chapter Two of the Research Manual. The program provides industry with a formal process that ensures products are evaluated fairly and consistently so that quality innovative products are available for use by the Department and its contractors. These approved products are listed on the Qualified Products List (QPL).
Qualified Products List (QPL)
All products and materials submitted for approval are evaluated based on need, performance, cost-competitiveness, and compliance with recognized specifications, i.e., AASHTO, ASTM, NDOT, etc.
NOTE: Contractors are required to use the most update version of the Qualified Products List (QPL) as specified by the date in the contract Special Provisions under the "Notice to Contractors." Each updated QPL (usually quarterly) is distributed to the contractors along with contract documents.
NOTE: Products listed on the QPL do not guarantee that the product meets "BUY AMERICA" certification.

General Information
To apply for the Qualified Product List, please ensure that NDOT has a category established for your product type. You may check this by reviewing the table of contents of the current QPL. If NDOT's QPL has a category for your product, please review the applicable acceptance criteria or chapter of the standard specifications to ensure that it meets NDOT's requirements. QPL category numbers correspond to listings in the standard specifications. Once you have established that your product has an active QPL category, and it meets the criteria, please complete an online application for product evaluation (see form link below). Append all of the supporting documentation to the application and submit it.
All appropriate contacts with NDOT regarding a product’s evaluation and/or approval are referred to the Product Evaluation Coordinator. These contacts and the subsequent submittal of product information are logged into a database.
